Are people inherently evil and only act kind because society punishes transgressions?

If laws were looser or didn't even exist wouldn't people take advantage and commit vile acts since there would be little repercussions? I hear from some people that people are inherently good and kind but I disagree. Call me paranoid but I think most people are capable of extreme depravity but hold back due to potential consequences and repercussions.
