Basic Ethics Question for the Philosophers?

People are good by nature, but only necessarily to themselves and what they believe will make the individual happy. However, it is important to remember that part of us finds joy from making others happy, although this trait is more prominent in some than others. Laws and rules need to be stated to prevent people from doing things that would make the individual happy, at the expense of others. The laws were made to make the majority of the population happy the majority of the time.
