Is the idea behind liberal economics is that the govt can redistribute and stimulate us into prosperity?

What they really want is a small group of intellectual elites to control what resources everyone is entitled to, thinking that unlike everyone else, this group won't be corrupted by power. This is supposedly the road to social utopia.
